This number can vary depending on circumstances. After the tragedy on September 11th, charities across the country saw a decrease in donations with costs staying the same, hence rendering an increase of percentage in costs momentarily. Aid to the Church in Russia is committed to keeping the ratio down, seeking to save whereever possible. But keep in mind, the more you give, the lower the actual percentage of cost to revenue will be.
